Can I opt out of the green bin fee?
No. The Green Bin Program is a mandatory regional service funded by a user fee. The County has been clear that the charge applies whether or not a household actively uses its green bin.
Why can't residents opt out?
The program is a regional service coordinated by the Essex-Windsor Solid Waste Authority (EWSWA) across the Phase 1 municipalities, and Ontario mandates the diversion of organic waste from landfill. Because it is funded as a shared user fee, the County does not offer an opt-out.
What if I don't use my green bin?
You still pay. The fee covers access to the service, not usage — so the charge appears on the property tax bill regardless of how often the bin is set out.
Residents have asked directly about opting out. Whatever the answer, Sam believes they deserve it plainly and up front — clear information and respectful dialogue, not confusion on a tax bill.
