It is a published map and plan showing where and when new development can responsibly happen, based on the infrastructure that exists or is funded — giving residents and builders a clear, predictable picture instead of case-by-case surprises.
Why does sequencing matter?
Lakeshore is projected to pass 60,000 residents by 2051 while facing an estimated $22.1 million annual infrastructure gap. When approvals outrun capacity, the long-term maintenance costs fall on existing taxpayers. Sequencing keeps growth and the ability to pay for it in step.
How is it different from today?
Instead of reacting to each application in isolation, the Map sets the framework in public first — predictable timelines for qualified projects, and protection for farmland and rural character built in.
Growth should adapt to Lakeshore — its roads, its water systems, its character — not the other way around.
