The West Beach Pilot Project, Explained

In June 2026, Lakeshore Council took up a pilot project for West Beach — a set of measures touching beach safety, public access, and how people get there. Waterfront access is one of the defining questions in a lakeside municipality, and this is the file where it is being worked out.

What is the pilot?

The West Beach Pilot Project came before council as agenda item 15.1 on June 9, 2026, supported by a transportation report. Pilots like this one are how a municipality tests an approach for a season before committing to it permanently — parking and access arrangements, safety measures, and the servicing a busy shoreline needs in summer.

Why waterfront access is difficult

A public beach has to balance things that pull against each other. Residents who live on the surrounding streets deal with the parking and traffic. Visitors need somewhere to leave a car and a safe way to reach the water. Emergency services need access kept clear. And the shoreline itself has to be protected from the wear that comes with heavy use.

Getting that balance right is genuinely hard, which is why it is being piloted rather than legislated in one step.

West Beach is part of a longer conversation about Lakeshore’s waterfront — the same conversation running through the Belle River Marina and shoreline protection at Lighthouse Cove.
